Prime Minister Spencer has formally endorsed the Blue Halo Initiative and instructed his Cabinet to support the Barbuda Council as they draft a set of sanctuary zones to provide a continual source of replenishment for fisheries, and to improve tourism potential by improving habitat quality. These draft zones are based on both community priorities and scientific guidelines. But who is going to implement this? We often see our island neighbours leaving Barbuda with their boats full of parrotfish and conchs, while most Barbudans only fish to eat. However, putting the effort into policing the sanctuaries could be well worth it, according to Jamaican experience.
