Agriculture, Land, and Fisheries

2005

Agriculture, Land, and Fisheries Committee has notified the general public that a valid permit should be obtained from the committee office for the clearing of land and the movement of sand and topsoil from land that was given legally to the Barbuda Council. Failure to obtain a permit will restrict the movement of the various commodities and services mentioned above.

The committee notifies the general public that no fencing should take place on the Sand Co Road and the front and back roads leading to the Coco Point area. Action will be taken against those who fail to comply.

Barbuda Council reconvened

30 December 2004

The Barbuda Council was reconvened on Thursday 30 December 2004. At 3 July 2005 the Councillors are Lincoln Burton (Chairman), Randolph Beazer (Deputy Chairman), Courtney Burton, George Burton, Dave Desouza, Fabian Jones, Arthur Nibbs, Kelvin Punter, and Everit Thomas, with Trevor Walker, the parliamentary representative, and Atkinson Beazer, the senator, as ex-officio members.

The Barbuda Council elected the following committee chairmen.

Dulcina Hotel

2005

The Barbuda Council have purchased the lease of the Dulcina Hotel from Winston Derrick. The Council workers are cleaning the area for prospective investors. Three enquiries have been received.

Haylandale Development

05 July 2005

The Barbuda Council has approved a proposal to build an hotel in the Palmetto area. The hotel would be five star with 100 rooms. The investor, Tariq Malik, has agreed to build a community centre. The Council has sent the resolution to Cabinet, who will issue a 50-year lease.

On 5 July 2005 the Barbuda Council withdrew its approval for the hotel development. Lincoln Burton reported that an environmental survey had shown that the magnitude of the development would adversely affect the environment of Palmetto Point.

Immigration and Customs Trainees

The Government intends that Barbuda will become a port of entry into Antigua and Barbuda. To prepare for this Barbudans are being trained in Antigua at all points of entry as immigration and customs officers. The training lasts for 12 months. The trainees are

Joint Consultative Committee

2005

The Committee will meet every month with the Government to discuss development proposals for Barbuda. The Committee members are Trevor Walker, Fabian Jones, Wendel Nicholas, and Randolph Beazer.

Land Registration

01 July 2005

From 1 July 2005 the newly employed Land Registration Officer will visit each residence and business in Barbuda to determine

  • Ownership of land.
  • Ownership of home, business, or other structure of the land.
  • Contact information for the owners of all land and buildings, for example name, address, telephone, and email address.
  • Present use of structure(s) on the land.
  • Registration status of the land at the Agriculture and Land Office of the Barbuda Council. Unregistered land will be registered by the Land Registration Officer shortly after the visit.

This exercise will ensure that all land in Barbuda will become registered land with its individual parcel identification number and relevant ownership information. For more information contact the Barbuda Planning Commission on 268 562 2085.

New Police Station and Magistrate's Court

2005

On Wednesday the Barbuda Council met with the architects of the Hadeed Group regarding the construction of a new police station and magistrate's court. The Council has approved the drawings and are looking to begin building by the end of February 2005.

New X-Ray Unit

2005

Construction has started on the new x-ray unit at the Hanna Thomas Hospital. The unit is on the north side of the hospital complex. Shelton Joseph and Ethlyn Harris are being trained as technicians at the Holberton Hospital in Antigua.

Roads

2005

The road outside Burtons at Madison Square (Lesley Watkins)

The Barbuda Council met with the engineers two weeks ago. All the preliminary drawings and civil engineering preparations are completed. The equipment is due to arrive by the end of January 2005 and the physical construction should begin soon after. The photograph to the right shows the need for paved roads.

Secondary School

2005

The new secondary school is expected to be handed over by the project director on Friday 16 September 2005. The buildings are being painted at the moment and the Barbuda Council is assisting with the cleaning of the yard, fencing, and is starting work on the cistern and cafeteria.

Tennis Court

2005

The Council is expecting a February start as soon as the container with all the materials is released from customs. The court will be constructed by Bruce Bauer Agile Courts, the company which built the court at Coco Point Lodge.

Visit from the DCA

Thursday 27 January 2005

On Thursday 27 January 2005, the head of the Development Control Authority (DCA) visited the island for discussions with Chad Knight Alexander, the Director of Works. The DCA grants licenses for building structures, for example houses, and provides guidelines regarding where and how to build.

Visit of US Diplomat

2005

On Thursday 27 January 2005, Mrs Dorothy Symister received a visit from the Second Secretary to the Vice Consul of the United States Embassy in Barbados. The Second Secretary came to learn more about Barbuda and to assess the assistance that the US Government could give.

The Second Secretary agreed to get in touch with the Peace Corps regarding the shortage of science teachers at the Holy Trinity School and a pharmacist at the Hanna Thomas Hospital. Pharmacy candidates must have physics, English, and maths, plus chemistry and biology to train at the hospital in Antigua. Peace Corps has 11 volunteers in Antigua; some might come to Barbuda in the near future.

The Council has no adequate fishing vessel to patrol the waters around Barbuda. The Second Secretary agreed to look into providing services needed in that area.
